Comments:

In some situations, row labels will not be unique.  If this is the case, it might be desirable to have pages comprised solely of rows with the same rowLabel.  This might be an intermediate step prior to other operations such as assigning a text column to become a “new” row label (see SwapTextColumnWithRowLabel) and then deleting the former row label.
